REPUBLICANS REACH DEAL ON D.C. VOUCHER PLAN
Legislation developed Nov. 19 during a House-Senate conference would allow
Secretary of Education Rod Paige to start a five-year pilot program-in
consultation with Mayor Anthony Williams-that would provide taxpayer-funded
grants of as much as $7,500 to at least 1,700 District students to attend
private or parochial schools. The $13 million measure and the District's
$5.6 billion tentatively would be rolled into a huge federal spending bill
Democrats said they would not filibuster.
