The Paul B. Bell Award is established by the Association of School Business Officials of Maryland and the District of Columbia to commemorate Paul's dedication and affection for ASBO and his contribution to Howard County Public Schools. Paul Bell was a long-time member of ASBO-MD&DC and served as President from 1993 to 1994.

Description:
The Paul B. Bell Award will be given to recognize a current member of ASBO-MD&DC who has demonstrated exemplary contributions to schools, community, and ASBO. The recipient shall exhibit a special commitment to the children and taxpayers of Maryland and the District of Columbia. Through the selection and presentation of this award, the Board of Directors wishes to confirm the pledge contained in the Aims and Objectives of the ASBO-MD&DC Constitution.

Aims and Objectives:
The promulgation and establishment of the highest standards of ethics and efficiency in business methods and practices.
The study, analysis and dissemination of the most efficient methods and practices in all matters pertaining to school business administration.
Comprehensive and progressive study of school business requirements and the establishment of efficient standards.


Nominations:
You are urged to give careful consideration to the nomination of an ASBO-MD&DC member who you believe is deserving of this award. Nominations may be made by ASBO members, co-workers, supervisors, board members, or governement officials.

Nominees must be current ASBO-MD&DC members as described in the Constitution. Members of the Board of Directors of the Association are not eligible during their terms of office.

All nominations must be submitted by March 1 to the Executive Director. Please note that the application and accompanying materials are confidential and will not be returned to the nominator nor to the nominee. The award will be presented annually unless the Selection Committee determines otherwise. Applications will remain valid for a period of three (3) years.

All documentation should be assembled in a manner that will convince the Selection Committee that this nominee is an exceptional ASBO-MD&DC member.

Documentation:
Documentation should be complete, clearly identified and organized. Each nomination should be submitted separately and distinct from all others. Nominations must include the following sections. The inclusion of supporting documentation is encouraged.

  1. The nominee's name, position title, and place of employment
  2. The nominator's name, position title, and place of employment
  3. The following data should be presented in the order listed:
    1. Experience in school business affairs (10 points)
      1. Number of years
      2. Present and former position titles
      3. In addition to titles, provide description of job responsibilities associated with each title and number of years in each position.
    2. Professional associations (10 points)
      1. Number of years in each
      2. Offices held at local, state, and national levels and number of years/terms served
      3. Committee service at local, state, and national levels
      4. Provide the full name and focus of the association. Be specific as to which level (local, state, national) the candidate participates
    3. Professional attainment (10 points)
      1. Schools attended
      2. Degrees received
      3. Professional certifications and registrations
      4. Provide name of school(s) and degree(s) received, as well as professional certifications and registrations dates of award and Sponsoring Agency
    4. Publications (10 points)
      1. Submit copies
      2. Other pertinent data
      3. Include personal by-lines as well as participation in the development and editing of documents pertaining to school business and support functions. Must be published for widespread use (external to candidates’ local school system).
      4. Include local, state, or national recognition in published articles for the candidate’s promulgation and establishment of the highest standards of ethics and efficiency in business methods and practices.

      1. Volunteer efforts, adult education, community projects

  4. Narrative (40 points) - A description providing sufficient detail to demonstrate that this nominee merits the Paul Bell Award. Include specific data you believe reveals the nominee's professional accomplishments in areas such as:
    1. Nominee's demonstration of superior job performance with a professional attitude toward assigned and unassigned responsibilities.
    2. Procedures the nominee has instituted that have been shared with other school districts in Maryland and the District of Columbia and that represents improvements in current operations.
    3. Innovative ideas the nominee has developed that have proven cost effective and have improved efficiency within his or her school district.
    4. Nominee's adaption to different people and changing situations and flexibility in solving problems.
    5. Nominees behavior toward others in a manner that exhibits respect and friendly regard on behalf of the Association
    6. Nominee's direction to others that emphasizes high levels of efficiency within his or her areas of responsibility.

Procedures:

  1. The Executive Director receives all nominations by March 1.
  2. All documentation is immediately sent to the chair of the Selection Committee.
  3. The Selection Committee is composed of the Immediate Past President and the four Directors-At-Large.
  4. No others individuals are informed of the candidates.
  5. The Selection Committee convenes during March and chooses one recipient.
  6. The Selection Committee notifies the President and the Executive Director of its decision.
  7. No other individuals are notified of the results until the Spring Conference.
  8. The award is presented during the Spring Conference.
  9. All documents and supporting data are retained by the Executive Director.
  10. Applications for nominees who score 70 points or better will remain valid for three years. All other applications will be returned without action.
  11. The committee will provide feedback to the submitters of the applications regardless of points scored. This feedback will identify weak areas and areas where requirements were not met.
